ci/container: setup sections in all image builds
Several of them don't use sections yet, but let's just have it
everywhere to avoid weird surprised when moving code around and suddenly
a section is used.

ci: Add debian/ prefix to job names for Debian based docker images
And move the image build scripts to a subdirectory correspondingly.
Preparation for adding images based on other OSs.
