The rules we want here are pretty simple:
- only run rustfmt when Rust code changes, to the extent that we can
tell what has or hasn't changed (only really reliable for pre-merge)
- make rustfmt success mandatory for pre-merge, advisory for other
branches
Encode that, and make sure we don't run rustfmt when we don't need to.

Compared to the existing Debian-based x86_64_pyutils container, this
Alpine-based variant reduces the image size by approximately 83%.
Include all the necessary python artifacts, including lava_job_submitter
in the container to avoid having to download them at the start of each
test job.

1.1. Since we don't support older versions of Meson anyway, let's just

The current python-test job creates and compresses python related
artifacts for use by future jobs. The artifacts are currently named
`mesa-python-test` which is somewhat misleading because they are not
needed for testing python scripts or libraries.
Rename the artifacts generated by the python-test job to be more
descriptive of their purpose.

Following the merge of Merge Request #31151, we encountered an issue
where the performance jobs were failing silently. Although these
failures did not cause the pipeline to fail, they resulted in warnings
for all merge requests that ran the .*-traces-performance jobs, putting
critical performance data for the [Mesa Performance Driver
dashboard](https://ci-stats-grafana.freedesktop.org/goto/G3xkvykHg?orgId=1)
at risk.
To resolve this issue, this commit updates the LAVA performance jobs to
utilize the Pyutils artifact package, which is now the only required
artifact for the jobs that run the LAVA job submitter.

I think these were written with the idea of making it "(build rules) &&
(any relevant driver), but instead the driver rules are bypassing the
build rules because
1) it's not an AND, it's an OR; any line that matches applies, and
2) the driver rules are `when: on_success` when these need to be `when:
manual` like the rest of the build jobs.
Let's stop trying to be special and simply behave like all the other
build jobs.
We can always try making complex rules later, but once we're on a base
that works.

In forks, every job exists, but no job is automatically run.
Should help with the problem of users clicking on that tempting "play"
button GitLab offers and that has been causing a lot of issues with
wasted resources.
Downside is, users now have to use the `bin/ci/ci_run_n_monitor.sh`
script to be able to run a bunch of jobs at once.

This commit adds etnaviv.xml which describes the used ISA. Quite some
time was spend to to get it into that shape by creating a big collection
of shader asm generated by the binary blob. These shaders are used as basis
for test driven development for this ISA specification.
The xml has some black spots but the internal disasm is used by
developers so that should be no problem. Some refinement will happen
during normal development.
This commit adds only disasm support.

All these jobs are redundant and a waste of resources:
- the containers have already been built & pushed in the merge pipeline
- the mesa build variants have already all passed
- the driver tests have already all passed
None of these jobs are doing anything useful in this pipeline, but it
costs a factor of 2x to our infrastructure, so let's remove them.
In other words, the only job left in the post-merge pipeline is the
`pages` job that deploys the update to the website.

I'm still 100% a believer in clang-format enforcement, but given the difficult
constraints upstream CI has, I no longer believe it is productive or fair to do
this enforcement upstream. Instead, it can be (and effectively is) enforced much
more inexpensively in the Asahi tree. It is far better for me to insert a
"reformat asahi" commit once in a while when I rebase the Asahi tree, than to
shoot down an unrelated upstream MR because someone forgot to ninja
clang-format.
I regret adding the clang-format lint to CI. To those who have lost merges over
it, I am sorry. I'm learning from my mistakes and trying to do better.
I would encourage other drivers in the clang-format include to follow suit, but
doing this effectively requires a driver/hardware tree to do the enforcement. (I
would also encourage that, as it is much friendlier to upstream CI, but that's a
different discussion.)
For now, let's opt out asahi at the least.
