Lima can't do *both* FP16 *and* 4x MSAA at the same time. And because
GLES2 requires MAX_SAMPLES to be valid for *all* supported formats,
this means we can't support MSAA at all unless we disable support for
the FP16 formats when used as render-targets.
To allow applications that needs FP16 render-targets to still support
it, we introduce a driconf that makes the opposite trade; support FP16,
but not 4x MSAA. Unfortunately, we can't support both, and still be
following the spec.

The custom envvar directive is strange. It overloads the global
namespace, where there's already a well-known envvar directive, but the
envvar role won't resolve to envvars defined using the custom directive.
It's not really critical to declare the type and default value here, and
many descriptions already include this. Let's just use the plain one,
and let the description take care of the details where needed.

Here's a few redirects that we should apply, in case the redirects

We're in 2022 now, and HTTPS is available in a lot more places in the
past. Let's upgrade some links, to protect the privacy of our readers.
The links that are left either don't support HTTPS, or are simply dead
and needs to be updated anyway. That's besides the scope of this
merge-request, so I'm leaving that for someone else.

Using 1 bit per wrap mode looked very suspicious and after some
experiments it turns out it's 3-bit enum.
Border color is also here, it sits right after depth field. For
some reason it uses 16 bit per channel just like for clear color in RSW
GL_CLAMP mode is broken for nearest filter just as on Midgard, so add
the same workaround - use GL_CLAMP_TO_EDGE for nearest filter.
