If someone were to remove the libraries that are needed for these,
`default` would simply not enable these tests, and the only thing we
could notice is that test jobs would suddenly take less time to run.
Instead, let's have a check to make sure dEQP's cmake has detected
everything and enabled these platforms.

These are needed by RADV to enable mesh/task shader queries.
My last attempt was broken, for obscur reasons I used invalid hashes
and the dEQP build script didn't reject them. Hopefully now it should
fail if a hash is invalid.
The dEQP list changes introduced even more failures with some drivers.

`git describe` tells you that you have N patches on top of tag T, but
not what these patches are, and the commit hash is useless as it is only
valid during the container build.
Replace this with:
- the tag that we are checking out
- the list of patches applied on top of it

The hashes added there are incorrect, and fixing them regresses a bunch
of drivers, so let's just revert for now, and the next commit fixes the
bug that allowed incorrect backports to go in undetected.

VulkanCTS can receive patches from a reference to an upstream commit or by a
file stored in Mesa. Those locally stored patches for VulkanCTS should be
stored in the specific directory for patches with a prefix like skqp does.
The schema of how both sources apply patches has received a slight
modification to resemble each other.

--retry, number of retries
--retry-all-errors, does not fail on ALL errors, that's why there is -f
-f, fail fast with no output at all on server errors
--retry-delay, make curl sleep this amount of time before each retry

The rootfs generation is failing due to issues with the deqp and crosvm
build stages.

This week, crates.io released the bindgen cargo package at version
0.61.0, but this version could not be installed via `cargo install
bindgen ...`, setting the version to the previous one to avoid breaking
the Mesa rootfs builds.

== deqp ==
The deqp build is failing due to the missing archive of an old zlib
release version, which was deleted due to a CVE, see zlib 1.2.13 release
notes.
As the deqp uprev to 1.3.4.0, which contains the fix, was not
straightforward, let's only apply the necessary patch to fix zlib
source code download link and then remove this indirection in an
eventual deqp uprev.

New tests, dEQP line rasterization test fix that lets Intel pass.
Clears out bogus xfails from 1.3.2.0 uprev on a630, which I suspect were
"we lost the device twice on a full run once, and those fails got pasted
in without checking if it happened a full run again" (since we haven't
seen them in other full run attempts).
Also clears out the a630 vk asan xfails (essentially all tests run) by
turning off leak detection which was just catching leaks in vkcts.

The main thing is VK 1.3 testing, but also includes test bugfixes. The
1.3 CTS required an uprev of deqp-runner to handle a new style of test
output, and that deqp-runner brings in some neat new features, too (piglit
in your deqp-runner suite, and extension list checking).
A bunch of VK tests got renamed, so I replaced panvk's custom test list
with simple include filters on the main test list.

This brings in some interesting new vulkan tests and fixes for the
spurious KHR-GL TF failures. Also, reduces the runtime of
dEQP-GLES31.functional.ssbo.layout.random.all_shared_buffer.36 so that it
should stop timing out.

This will be used to test llvmpipe against Xvfb and freedreno against
Xorg. We keep the core deqp testing on surfaceless because
--deqp-surface-type=pbuffer fails on x11_egl_glx, =fbo has never worked in
VK-GL-CTS, and =window would increase test runtime for all the
swapbuffers.
