python-test job has the following rule:

so add it as well to debian/x86_64_build

- To keep things organized, create a base hidden jobs for alpine images,
as we have 2 now
- This image will have an SSH client ran by LAVA dispatchers
(x86_64-only) who will serve as a bypass channel of output and dmesg
and an alternative for UART.

Already in hard-freeze, so we don't have to worry about breaking changes.
Significant changes:
- LLVM 15 is used instead of 11 or 13
- /dev/shm has to be manually mounted
- Debian 12 uses libdrm 2.4.114
- reworked creating of rootfs, from debootstrap to mmdebstrap
- split `create-rootfs.sh` into `lava_build.sh`, `setup-rootfs.sh`, and `strip-rootfs.sh`
- dropped winehq repository for now (Debian wine is up-to-date enough)
- we use wine now, no need to call explicitly call wine64
- bumped libasan from version 6 to 8

Every barebone arm or aarch64 job depends on these.
When experimenting with CI, this job drags both kernel+rootfs_arm64 and armhf,
even when the latter is not used.
This should speed up development and relieve one instance for about 30 minutes
and overlap between finishing kernel+rootfs_arm64 and armhf jobs per change.
Here are some size stats:
old arm_test 904M (32+64)
new arm64_test 579M (64bit)
new armhf_test 402M (32bit)
---
both ~ 981M (overhead is 81M overall, but never used together so it's only cost "at rest")
Runtime of the arm*_test jobs is ~ 2 minutes.

Using the variable DEBIAN_X86_TEST_IMAGE_PATH in a Vulkan test, we realize the
reference to the Vulkan one is missing. Even more, hardcoded within mesa. With
this, a variable for Vulkan image has a reference VK on it, as well as the GL
one. But the old variable is still there, pointing to the value that can be
expected to avoid any brake on other CI elements.
Also, updated the build tag to regenerate the image.

This brings in new msm UAPI that we'd like to be testing in turnip.
Unfortunately, a530 became flaky across dEQP and piglit. It seems that a
GPU hang from a test that we expect to hang will cause a followup
hangcheck affecting innocent tests. For example:

As a result, I've moved a530 to test-manual-mr until it can be stabilized
again. This updated kernel also brings in a couple of regression fixes
