ci/mold: Use appropriate parallelism and strip binaries
--parallel will by default launch way too many processes and just DoS
itself. We also want to strip the installed binary.

ci: uprev mold to the latest release
The mold version we've been using is very old by now, and we've
now encountered some mold bugs, so let's uprev it to see it things
work better now.

ci: bump Mold to the 1.10.0
mold 1.9.0 was up to 10% slower than 1.8.0 on some multicore machines. We fixed the performance regression and made it even faster than 1.8.0.

ci/linker: update mold to 1.9
Bump needed for s390x fix with `-gsplit-dwarf` and `--gdb-index`.

for more details.
I also switched from make to cmake (make is unsupported now).
Additionally disabled build testing and enabled LTO build for Mold.
