Require locked/offline Cargo resolution. dependencies are restored as vendored material before producing the Debian source package.

Applied order:

- `debian/patches/01-locked-offline-cargo.patch.patch`

Patch bytes and ordering are covered by config/recipes.lock.json. This file explains policy. it is not copied into the Debian source tree.
